I have a short stocky, athletic build and a thick neck. My measurements are 16.5" neck and a 32/33" sleeve length. Unfortunately, shirts of this size don't fit me at all. They're way too baggy all around except for my necksize. So, I resort to finding slimfit versions of brands like hugo boss and john varvatos. These are 2 of my favorite brands that have a good style and fit my basic measurements (i.e. neck, sleeve, shoulders and lats), but the shirttail length/torso length is still way too long and baggy around my waist.
